The artists print stamps and issue passports to anyone who wants one; they say they now have about 850 citizens, many of them fellow artists.

The song was conceived by John Phillips of the Mamas and the Papas expressly as a come-on for the Monterey International Pop Music Festival, which Mr. Phillips and Lou Adler, the Los Angeles record producer, were organizing. The lyrics vividly imagine a hippie-sanctified San Francisco, but the flowers in the title are literally from Los Angeles:
